Film the video.
Use windows movie maker, its pretty simple and basic and comes with your PC.
Cut the film down to at least 4 seconds.
Export it to anywhere on your PC.
Go to www.gifninja.com
Go to Convert Video to Gif.
Upload it there.
Right click and save the animated picture to anywhere on your PC.

Hope this helps.
