Closed cell tapes are like the hard rubber tapes you find at Ace and Lowes. Open celled tapes are like rip and fbs, which is why the "break in." Ex-Tape is an excellent example of open celled tape. It all depends on how large of a cell you get, and then there are hybrid tapes, like polyethylneoprenes and neoprenes with cork lining the walls of each individual cell.

i no i havet buy in bulks... but wat i am really not looking for ebay i am loking fr a good company... and i need to no wat matirial like neoprene sponge,foam,regular???? and i need a link to a good but cheap supplier...(notin over $50)

If your not willing to spend over 50 dollars it is going to be really hard for you to find someone. Much less a supplier.

get neoprene sponge tape or strip with adhesive backing that is about 1mm thick. ask for a sample you will most likely get a free sample that is enough for at least 4-5 pieces.
